• Sanctioned by Johnson, passed by Southern legislatures
• Purpose: Ensure a constant labor supply
• How: Controlling the free black population
• Labor contracts (see collusion with Freedman's Bureau – bribe officials to trick illiterate freedmen that bad contracts were good so they would sign)
– Stiff penalties for violations
– Debt servitude
– Required proof of employment
• Allowed (encouraged) marriage
– Hard to leave with a spouse and children
• Prohibited: jury service, voting, possession of alcohol, possession of firearms
• Punished "idleness"
• Sundown laws
• South Carolina limited employment to just farmer or servant except by paying a tax
• Renters could not entertain guests
• "Apprenticeship" laws
– Orphans bound to whites as servants
