The Initiative was formed by Ronald Reagan to defend America from nuclear bombs and missiles. Essentially, this initiative comprised of new weaponry that could detect and destroy missiles mid-air from the ground (ground to air missile systems) as well as a space-based laser system that could destroy incoming missiles from space via a charged laser beam. Besides the space beam, there were many other outlandish ideas meant to strike fear into the USSR's heart such as the CHECKMATE railgun and the Brilliant Pebbles system, but most were ultimately cancelled for being too expensive or unachievable. Reagan, who was a big proponent of MAD, was criticized for creating an imbalance of "mutual destruction" by launching this program since no one else had similar destructive or technological capabilities.
