This was a foreign policy instituted under Leonid Brezhnev where basically, the USSR reserved the right to interfere in any of its states when socialism was being under attack since it represented a threat for all of the states (kinda like Truman Doctrine for anti-communism). The USSR used this doctrine to justify bloody repression in the Hungarian Crisis and the Prague Spring, as well as interventions in Afghanistan. The doctrine practically "ended" as Gorbachev was not willing to invoke it to brutally crush rebellions and declarations of independece among the USSR's states.
