After the death of Stalin, Khruschev became the leader and to everybody's surprise, denounced Stalin and a lot of his practices in the Secret Speech. This period saw a decrease in oppressive Soviet laws and regulations as people were given more rights and weren't as afraid of disappearing for speaking out, but much of the same remained. The US government also breatehd a sigh of relief as Khrushchev, though a bit crazy, was far more amiable than Stalin ever was.
