North attempted to implement a draft with the Enrollment Act. Pissed off the poor because rich people were paying for replacements. Also the EP concerned immigrant workers that slaves would soon be taking their jobs. White rioters lynched 11 black New Yorkers and burned down many black owned establishments. Had to be stopped by the military.
