Bezmotivny (motiveless) terror was directed against persons occupying positions in the
power structure which entitled them to be considered enemies of the people. Becoming
widespread in the Russian Empire around 1905, it differed from the earlier form of terrorism
which took the form of retributive acts against specific individuals perceived as tyrants.
