The trust, created by Rockefeller's Standard Oil Company, was a monopoly formed by stockholders from several firms who manage the consolidated enterprise. Congress passed the Sherman Antitrust Act which outlawed monopolies that prevented free competition in interstate commerce. It easily passed because it codified legal primciples which already ecisted.
