"It was signed August 15, authorized the National Institute of Neurological Diseases and Blindness and the National Institute of Arthritis and Metabolic Diseases, the latter absorbing the Experimental Biology and Medicine Institute. The act also gave the Surgeon General authority to establish new institutes."
