In 284 B.C a man rose to the imperial throne who would completely change the face of the empire. His name was Diocletian. Dioclentian understood the major promblem in ruling a big Empire, he knew it could not be ruled by one person onlly. So the first action taken by the new empire was to Divide the Empiror into two. He would take over one and the other one someone else would.
