Taiwan's Mainland Affairs Council spokesman Chiu Chui-cheng stressed that Taiwan would not negotiate with the Hong Kong government on the premise of the amendments to the Fugitive Offenders Ordinance; even if the amendments is passed, Taiwan will not agree to the extradition of Chan until the threat of Taiwanese in or visiting Hong Kong being transferred to mainland China is removed.
