Описание:

Proposition 203 passed in Arizona in 2000. Molded after proposition 227 that passed in the state of California 2 years earlier this initiative also banned bilingual education programs from schools in Arizona. All instruction was to be given in English and instruction in any other language was strictly forbidden. Students learned to read and write solely in English.

Effect: ENL students ended up in segregated English emersion classrooms for up to 80% of their school day. The focus was on English language development and neglected the areas of math, science, and social studies.
