In September of 1878, John A. Macdonald was re-elected as prime minister. Canada's economy was not doing so good at the time, so Macdonald proposed what he called the National Policy. The 3 main goals of the policy were to complete the transcontinental railway that BC was promised in 1871, to encourage immigration, and to implement protective tariffs. The completion of the railway would hopefully boost Canada's economy, establish more presence in the Northwest area, and provide the opportunity to transport goods between the east and west provinces. By encouraging immigration to Canada, the Northwest could hopefully become more populated, the market for Canadian goods would grow, and factories would be provided with more workers. Implementing protective tariffs would make goods imported from outside of the area more expensive, boost sales for Canadian manufacturers, and provide more workers.
