1215 Magna Carta treaty
Magna Carta Libertatum, commonly called Magna Carta, is a charter of rights agreed to by King John of England at Runnymede, near Windsor. The barons and knights collected the rents in exchange for civil services and knew one day that their roles were to be replaced by professional armies and magistrates paid directly from public funds so they excluded the right to land in the treaty thus desocialising the rents from the lands of the kingdom. Instead of people having the rights to the proceeds of these lands they would gradually need to fund the civil services through other forms of tax. The land owners were allowed to pocket these rents and not obligated to perform as civil servants. Land tax as a percentage of public revenue was reduced from 100% to eventually 3%. The nobility class were allowed to share in the rents of the kingdom which meant the working class would carry the burden of taxes.
