The Soviet Union was very suspicious of Dubcek and his new policies. The leader Brezhnev had to take action.
-Soviet troops performed military exercises on the Czechoslovakian border to try and intimidate them.
-They thought about putting trade sanctions on Czechoslovakia aiming to make them cooperate. This was not done as the Czechs might ask for help from the west -> even worse
-The USSR met with the Czechs in July. Dubcek bargained to keep his reforms if he did not allow a new party.
