Upon Madison's assumption of the U.S presidency, the same European issues had presented itself from prior Jeffersonian era. Under the Madison administration the disastrous Jeffersonian embargo act was tackled and replaced by the Non-Intercourse Act in attempt to end economic hardship while maintaining the country's rights as a neutral nation. The act lifted all embargoes on American shipping, except Britain and France. This gave an opportunity for President Madison to have the power to set up an upcoming agreement to resume trading either of them under certain conditions. Yet, despite the desired effect by the U.S end to hurt the Britain and French economies it actually inflicted burden on the American economy because of the lack of market for the nation's goods. Essentially the act set course to the causes leading up to the War of 1812.
