Security Guard Frank Willis making his rounds of the Watergate Building in Washington, D.C. discovered doors taped. Willis called the police and five men dressed in suits were discovered with locks, 40 rolls of film, 2 cameras, 2 bugs and $1,754 in cash. The next day when police returned they found more electronic devices, several suitcases and $3,566 in cash. They also found a black address book.
