Urbanization was facilitated
by the Maori War Effort Organisation (MWEO), which was established in 1942
to harness Maori participation in support of the war. It set up a network of tribal
committee s to maintain recruitment , food production and facilitate
'manpowering'. Other areas of life such as housing conditions, education,
vocational training, land use, and the alleged misuse of social security benefits
were also brought into the MWEO's orbit as it became the largest and most
comprehensive national Maori organization ever
