Truman did not ask Congress for a declaration of war, however he ordered troops to be moved from Japan to South Korea MacArthur, confident that China would not intervene in the war, even though the Chinese Revolution had made them communist, attacked north of the 38th parallel. Once the Americans reached the Chinese border at the Yalu River, they were attacked by 300,000 Chinese soldiers and were forced to retreat.
