Charles 1 needs to place taxation on people to fight against Scotland. Parliament knew Charles would go against the Petition of Right again, so they made two more rules. The Root and Branch document stated no taxation without representation, no prerogative courts, Parliment comes every 3 years, and Parliment can only dismiss themselves.
