This plan was made by the U.S to help the post-war Europe to recover quicker, giving very chip loans to the states if they buy American stuff, Today it appears has a plan of devlopment of Europe in oder to sustain the American economy that have produced a huge amount of goods during WWII, but nobody in Europe were able to buy it because most countries were brook.
