This plan was run by Goering, a loyal supporter of Hitler however, he knew nothing about economics. The aim was to prepare Germany for war in 4 years and turn it into a SELF SUFFICIENT AUTARKY.
This is how it worked:
- Increase production of raw materials
-Persuade big businesses to produce synthetic raw materials (Ersatz goods, were rubbish)
-Reduce imports and control prices and wages further
-Use forced labour if necessary
- Build new industrial plants
Despite billions of Reichsmark going into the 4 year plan, Germany stilled relied on 1/3 of raw materials being imported, it was no self sufficient.
Arms had become more significant then agriculture ("Arms not butter" -Goering) meant and increase in more "plain" foods.
Though Germany was successfully rearmed, the only way it could become self sufficient was by invading other countries.
