The Uranium is now unchecked by water or the boron control rods. Within seconds the reactivity surges. The water turns to steam which increases reactivity further. The steam allows for a positive void coefficient to form. It also creates heat which burns the Xenon away. Finally all the breaks are removed and the power surges.
