Hitler made Hindenburg pass this decree which supposedly allowed for adequate police guard at political meetings.
However, Hitler had CONTROL OF THE POLICE so they were allowed to control and break up meetings.
This allowed Hitler to prevent meetings of the opposition. People could only go to "safe" Nazi meetings
