The first mortgage loans were made for Native Affairs homes between 1929 and
1945, generally for the development of housing associated with whānau dairy units
on Māori-owned land.

This housing was generally rural and developed in association with the development of whānau dairy units. Houses were built on multiply-owned land as part of what was labelled the Ngata land development schemes. Nominated occupiers took responsibility for loans alongside farm development.
