Instiuted by James Wilson and Roger Sherman at the Constitutional Convention in 1787. Proposed that when appointing Representatives, electing government officials, and taxes, slave population would be counted as 3/5 of total size in order to prevent giving southern states advantage in the house of reps over the northern states that did not have slaves.
