the U.S. placed an embargo on exports to Cuba except for food and medicine after the Cuban government nationalized (took over) American-owned Cuban oil refineries without compensation.

This is Globalist/Nationalist because USA is ready to help Cuba by trading if only they give USA the full authority to their oil refinements.

Hard power because the US is forcing the country to give the power of the oil refinements back to America. Otherwise, they won't get the food and medicine from the USA either.
