The Immigration Act of 1882 represents one of the first attempts at federal oversight of immigration (change). The law levied a tax on non U.S. citizens arriving from a foreign port, and it prohibited the entry of anyone deemed a convict, lunatic, idiot, or person unable to care for him/herself without becoming a public charge.
