Held in response to the mass protests and riots. The Bunker Admittance Policy is amended, making it so half the bunkers population is selected based on the algorithm, and the other half based on a fair and equal lottery, where everyone is represented.

However, some countries impose a fee on entering the lottery, further fueling the protests and riots there, while elsewhere they dwindle thanks to the amends.
