Border states make reasonable efforts to comply, in S ppl organize "massive resistance" against desegregation; >100 S congressmen sign "Declaration of Constitutional Principles" (1956) - pledge resistance to desegregation, States funds "private" schools where integration = harder to apply; In S, white citizens' councils stopped attempts for integration; 10 years after this only 2% of AA integrated into White system;
Eisenhower said Said this disrupted customs of at least 2 gens of Amer;
said separate was inherently unequal, rejected Jim Crow segregation in S, first major step toward legal end of racial discrimination, major accomplishment for Civ Rights mvmt
