The Karlsbad Decrees served as a conservative reaction to liberal demands in Germany, as liberal reformers and students began to protest for a national unification of the German States. Austrian and Prussian leadership used the decrees to force German princes to outlaw liberal political organizations and police universities with spies to end radical demands. This served as a way for the government to maintain control over a state increasingly defined by demands for independence.
