Napoleon would flee from his exile in Elba upon hearing of unrest in France and the lack of Louis XVIII’s ability to stir up the people. However, while the French citizens were eager to embrace him, the rest of Europe was not, and he was rapidly defeated by the European alliance. This resulted in France being punished more harshly by the Congress of Vienna and Napoleon’s second and final exile.
