The NRA was founded in 1871 in response to the poor marksmanship of the Northern soldiers in the Civil War:
"Dismayed by the lack of marksmanship shown by their troops, Union veterans Col. William C. Church and Gen. George Wingate formed the National Rifle Association in 1871. The primary goal of the association would be to 'promote and encourage rifle shooting on a scientific basis,'"
But the Gun Control Act of 1968 caused many stores that had previously sold guns to simply stop selling. Many gun owners felt that their ability to defend themselves was under threat and began to join various gun organizations. This sudden influx of self-defense-minded members caused the NRA to form the NRA-ILA.
But at the time, the NRA parent organization was in the process of reducing its focus on guns and transitioning to sports publishing. They viewed the ILA as the "bastard step-child" of the NRA, and refused to even provide them any office space.
