Franklin Roosevelt's policy was supposed to help reinforce the idea that the United States would be a 'good neighbor' to countries in the western hemisphere, specifically Latin American countries.

The Good Neighbor Policy was an interventionalist act. By getting involved and making ties with other countries, they became involved in other countries affairs.
