Kellogg; Known as Pact of Paris, signed w/ French foreign minister (1928), ultimately ratified by 62 nations; Kellogg Won Nobel Peace prize; Signed this after >2 mill signatures about idea of using war as instrument of foreign policy nullifying other country's effectiveness to fight;

delusory, Defensive wars permitted, aggressive nation could still come up w/ excuse of self-defense; Was virtually useless in real crisis, Reflected AMerican mind in 1920s - willing to be lulled into false sense of security; Mood took deeper hold in neutralism of 1930s
