Athens grew very rich over the years with colonies. Corinth was a trade rival of Athens. Corinth went to war with another city-state. Athens helped Epidamnus, Sparta helped Corinth. So since everyone was teaming up with each other Athens decided to create their own league to fight the Peloponnesians. This is what started the wars between Athens and Sparta.
