-Objective = industrialize and collectivize
-Soviet experts = well educated, highly paid and sent to China to help set up China's new economy --> Expert Model of Industrialization
-Emphasis on heavy industry
-Collectivization:
-Mutual Aid Teams(1953) = 4-10 families plan farming together as group
-Lower APC (1954) = 2-300 ppl plan farming together as group but profits determined by contributions, machinery, tools, number of works worked and how much produced --> work points
-Higher APCs (1956) = 2000 ppl/ family units do not control their own land, machinery, etc and profits determined by work points
