in 1610, John Guy is given permission to start a colony in Cuper's Cove. At this time many colonies are run by companies with privileges and monopolies over trade, so clearly this cove is attractive to pirates. There are also other fishermen and people sailing into this harbor, but a lot of the time they would quite quickly be converted pirate, as piracy was more profitable than fishing. There was no presence of government here, and the captain of the first fishing vessel to arrive in fishing season became the admiral for the season. The adniral would rule on disputes, meet out vigilante justice, and get pick of the best fishing conditions, including shores to set up stages and fishing rooms. There was no formal justice system or naval presence here.
