took place outside Mechanics Institute of New Orleans, when black and white delegates attended the Louisiana Constitutional Convention. 130 black marched w/ US flag . Mayor Monroe marched w/ mob of white supremacists. 200 black vets killed (40 were delegates)238 killed 46 wounded
