This was also know as the Fair Housing Act. This provided equal housing opportunities regardless of race, religion, or nationality.

Cause: This was after several pushes in cities around the country for equal housing by African Americans such as in Chicago or Milwaukee.

Effect: There was a clause about hate crimes in which a person was participating in 6 listed activities (i.e going to school, voting) was deemed illegal.
