1. A bill passed by Johnson which removed all restrictions that prevented blacks to vote, established a registration standard, no literacy tests, and that lawsuits are available if people's rights to vote are denied.

4. One major cause was that even though the Civil Rights Act of 1964 was passed many states were still using loopholes in order to try to prevent blacks from voting.
5. One major effect was that many blacks began to vote.
