Shi Huangdi and his Legalist principles wanted to rule the entire Chinese empire, not just a small kingdom. He realized that in order to unify the dynasty, he must create a single, unified language, along with consistent weights, measurements, and currency to establish unification of the states. Without this event, China would not have become unified with as much ease and very easily could have became multiple different independent states or kingdoms.
