In the late 1940s - early 1950s, there was a group of Toronto parents who came together to fight the TBE regarding special education. All of these parents had "trainable mentally retarded children" and they were fed up with the lack of support and options for their kids. They disagreed that the main option for their children was institutionalization so they came together and began teaching classes to those children without the help of the TBE. They eventually began to combine forces with various organizations like the Ontario Association for Retarded Children and worked toward funding from the province and the country. (Ellis & Axelrod, 2016, p.9).

In 1969, Ontario forced the MTSB to take over the classes that the parents were teaching, allowing for them to become fully integrated into the public school system. (Ellis & Axelrod, 2016, p. 9).

This, however, was not at exciting as it seemed. The board made sure that all of these schools would be located on separate school site and there was still legislation in place saying that boards could refuse to educate "multi-handicapped" or "hard-to-serve" children. (Ellis & Axelrod, 2016, p.9).
