Following the Treaty of Panama, Chile decided that acquiring territory in equatorial waters would be a massive benefit now that there would be two canals threatening their hegemony over the Eastern Pacific. However, no unclaimed islands would provide what they were after.

In September, Chile offered 12 million dollars to Ecuador in exchange for the Galápagos Islands. While Colombia was hesitant, the terms in the Treaty of Quito were made to guarantee Chilean neutrality in matters invloving the Panama Canal.
