Vienna, Congress of an international conference held 1814–15 to agree the settlement of Europe after the Napoleonic Wars. Attended by all the major European powers, it was dominated by Prussia, Russia, Britain, Austria, and France. WW1 then began when the balkan conflict soon became a world wide event.
