Giacomo Acerbo, a Fascist Deputy, proposes "modifications" to enable the formation of majority governments by:

-Automatically giving the party recieving the largest number of votes (had to exceed 25%) two-thirds of the seats in the cahmber of deputies

-The remaining one-third of the seats would be shared between the other parties in proportion to the voted recieved
