Gorbachev implemented many radical ideas compared to the almost fully communist government he came from, many of them being less collectivist in nature and instead providing more individual freedom. The two biggest pieces of policy were his implementation of a proper democratic election (which weakened the communist party's power) and The law on state enterprise. The law on state enterprise allowed individual state enterprises to determine their production based on public demand and production rate of other enterprises. This increased economic freedom loosened the communist party’s hold on the U.S.S.R and eventually led to the fall of the Soviet Union. This is an extreme shift to the right as it was an event that displays a shift away from one of the most left wing ideologies and the eventual collapse of the first government that implemented communist regime. Since the fall of the Soviet Union there has not been another government with the same power that held communist beliefs.
