Anglo-Prussian forces defeated Napoleon in Waterloo. This marked the end of France's rule in Italy, and the return of monarchical ideas. This also prompted Italy to fall under control of multiple other nations. However, the ideas introduced in Napoleon's rule remained.

The Congress of Vienna marked peace between Napoleonic France and Britain, Austria, and Prussia. The Congress of Vienna redrew the boundaries of countries in Europe, and some Italian city-states fell back under the control of monarchs. This sparked protest and dissatisfaction from Italians who wanted to start a risorgimento movement which is the "resurgence of Italian nationalism and culture"
