Macon’s Bill replaced the Non-Intercourse Act after it proved to be unsuccessful. The bill stated that American ships could carry British and French goods, but both nations’ ships were barred from American ports. Trade would only be restored if the nations agreed to respect America’s trade rights. This act was important to reinforcing America’s identity as a neutral country in European affairs, since it attempted to balance the nation’s economic needs with their wish to remain uninvolved in the conflict between France and Britain.
