Stephen Douglas suggested that the Missouri Compromise be repealed and that the government would allow the Indian territories of Kansas and Nebraska to be ruled by popular sovereignty, possibly allowing slavery north of the 36°30' line, whereas it hadn't been allowed under the Compromise of 1820. Specifically to be able to create a transcontinental railroad, Douglas needed the territories to be legally recognized as United States territories. Because there was no way to admit them as free states since there weren't any slave states to be added to the south, the only way to achieve his goal would be to get ride of the Missouri Compromise line and make neither of the states specifically slave or free. He convinced the south that the southern territory, Kansas, would more likely choose slavery and told the north that it would more likely be free based on the land's lack of suitability for agricultural development. By making both sides think they would benefit and take control of Kansas, he was able to get what he wanted without either side knowing what he'd done. As people flooded into Kansas, there were tensions about whether it would allow slavery or not. The intense desire to have control of Kansas made both sides harbor more animosity towards each other. The fighting over whether or not slavery would be allowed was finally going to be in the hands of the people rather than the federal government. This made the opposition more personal and hostile, so unlike dealing with the government, the people would eventually get fed up with one another and fight it out.
