 Federal Law requiring public schools to meet  nationally-mandated standards, policies, and benchmarks to receive federal funding. The law was the first large-scale attempt by the national government to set an academic accountability framework. The regulations  were described as rigid and unreasoable by advocates, educators and thought leaders. NCLB reauthorized ESEA and spawned Title III which replaced Title VI. Under Title III, bilingual education was de-emphasized and English learners were categorized at limited English proficients (LEPs). These policies placed less of  value on bilingual and multicultural education. It placed greater pressure on achieving quantitative progress in English language and academic content.
